Toa Payoh
Toa Payoh is the second satellite town built by the HDB. The development of the entire town stretched from Feb 1995 to 1977. As the first new town, the emphasis then was on simplicity and speed. Many of the blocks have become less attractive in comparison with the newer flats. Under the estate renewal strategy, a number of the older flats are gradually being upgraded or replaced. Through this rejuvenation programme, Toa Payoh will be transformed into a modern town.
